Can anyone help me with locating an artist that does a similar style to this piece of work

The part in particular I’m interested in this piece is the style of how the main face has been done.
From this piece what I really like is the face and I have an idea for another sleeve which requires something similar.
Ideally an artist in the UK would be great.
