You don’t mention where you are located. Tattoo prices vary greatly. I’m assuming you want a quality tattoo. Some artists charge a flat rate some charge by the hour.
Find an artist you like. Most have portfolios on the Internet. Check them out and talk to them. They will be doing the work.

In all honesty though a lot of people have measured the penis when it’s been erect and mine was 3cm bigger than a pint glass. Was rather pleased.

While length seems to be most important (mainly with men) Girth and shape are important factors too.
