In the MPAA rating system used in US why does a film in which a young woman is caged and tortured get the R rating, but if she was naked having sex for two hours it would be NC-17?

Because I guess they think that being tortured to the point of insanity is more disturbing to a young audience than having sex. I for one would rather watch a woman getting ****ed than to watch her being boiled in oil, or beaten, or burned by hot iron rods.
