It can, I guess, depend somewhat on whether it’s showing. Depends who’s looking. People with two full sleeves but nothing else, when wearing a tshirt so the arms are the only really visible bits anyway, would appear ‘heavily tattooed’ to the general public, or at least some of them. The same person at a tattoo convention, however, would probably not be classifie as such.
