I can’t say. In Norway the rates are much higher than in the states.
But for that tattoo of yours the artist will charge you by the hour, not for the piece in a total,
so when you get his hour-fee, add that up with 2-3 hours.

Here I pay 230$ a hour to an artist which is amazingly good.

Depends on the size, do you want it full black letters or shaded, how detailed on the wings.

The outlines on mine took an hour, and with shading, and smoked background, probably looking at another 2 hours.
