Looks fine to me. Some fading is to be expected, there is, after all, a bit of skin between your eye and the actual ink when it heals.
A better picture would help, but I can’t really see anything wrong with it.
And; It is a cover-up. Sometimes with cover ups, the artist may be unsure about exactly how well it will be covered initially (especially when dealing with a non-professional tattoo) because it’s hard to tell how the new ink will work with the old, so they may plan on a touch-up or consider it a very likely possibility. Give it a month and if you’re still not happy, go to your artist and ask 🙂
