I was hoping I could get everyones thoughts on what happened to my Tattoo.

I have a tattoo on my ring finger that says “love” I have had it for over 2 years, I recently just had it touched up by a different tattoo artist (on Sunday) and as soon as I took the bandage off that night the tattoo appeared to be smudged, or blowing out the ink. I told him what happened and sent him a picture, he simply said “Ive never seen that happen before, just let it heal”. I would really like answers to know if this is going to stay permanently smudged, if I should have it removed, or what even happened!!?
