i had this tattoo done a week and half ago the dark black areas have these crust looking things but they  arent raised feels flat when i rub my finger across it is this normal

i just got a tattoo 2 and half weeks ago, the tattoo seems healed except for where there is heavy black, it feels raised and looks bumpy is this normal? Will it go to normal?
