Your tattoo already takes up all the good space. It’s not gonna work for a 3/4. If you want to go Japanese, I suggest sleeve it down to your wrist.

The tattoo would definitely look at it’s best with no hair. It’s up to you if you want to deal with shaving or waxing regularly or just on the occasions when you know your chest is going to be exposed.
Since you already have the Japanese sleeves, I think you should add the chest shields.

Enough with the text tattoos already. Tattooers hate doing them. But if you must get it, please tip your tattoo artist at least 100%, for making his/her dream job lame.

Sweating won’t affect your tattoo.
