One thing to remember when talking price per hour all tattoo artists tattoo at different paces. Bob is a slow tattooer, Contact him and ask him what he thinks the price range will be for your piece.
Looks nice.

The bruising is obvious
But the rest

Working with your tattooist is always important, They should listen to what you want and you should listen to their advice as they should know what will and wont work and the limit of their abilities. What you want is far beyond your tattooists abilities and he is very lazy he spent most of the time on the face of the compass and then quickly threw in some shit in the background.
Choosing a tattooist is the most important part of getting a tattoo. Don’t choose a tattooist because location of shop, the shop, a buddy had a awesome tattoo done at that shop(different tattooist) or that you met the guy and you liked him/her. Only pick a tattooist based on the quality of work you are hiring them for a piece of art not to be your buddy. Post up a link to the portfolio of the other tattooists you are going to talk to. Where are you located we can help you find a great tattooist.
You will need to get that lasered and then covered.
The above tattoo is a very well done tattoo while yours looks like it was done by the first available tattooist. A refund is highly unlikely unless the tattooist misrepresented himself. Did you look at their portfolio? was there anything in their portfolio that lead you to believe that they could pull off this tattoo?
Relax if it bothers you in a couple of weeks seek medical attention
Really? Why would you care? If you were mature enough to get the tattoo you should be mature enough to face your family.
So you want them to just believe that you have a henna tattoo? Is your tattoo embarrassing? Or do you just don’t want them to know you have a tattoo?
It is not still bleeding is it?
