I shave the area for all my tattoos. My first tattoo my artist shaved the area it was going and when i asked why he said if we tried to tattoo over the hair it would dull the needles faster and could possibly cause infection.
So yes it is the right thing. Help your artist out and preshave. If you miss a spot he/she will fix it for you.
