Spend the money for a good artist. I’ve had too many friends go cheap and then pay for it later with laser removal. By that point it’s more pain and more money.

The only areas that are oozing, is where there is red ink. So it looks like an allergic reaction to this type of ink. I would follow the suggestions of the people on here.

I agree with rooster44. Also if you do decide to do a cover up. Just remember that the artist will most likely recommend a tattoo bigger or maybe even double size of the current one.
