i wouldn’t suggest shaving over your tattoo until it’s FULLY HEALED, so at least two weeks. that’s not to say you can’t shave around it, just be careful.
As far as the ointment goes, you don’t want to wrap your tattoo in saran wrap at all ever after you take it off the first time. Your tattoo needs to breathe. keep using the ointment for the next few days, then when you start going to school you can probably switch to curel lotion and apply that instead. It soaks into the skin easier than the ointment.

FInd a well qualified artist that has experience working with stretch marks and other scarring. Ask them to see healed tattoos over scars and see how you like them.
It’s harder for scar tissue to hold ink, but that doesn’t mean it’s impossible. The artist will likely charge you more than normal (not much more, but still more) because they have to spend more time going over the scar tissue.
But yeah, it’s possible.
Well, it is possible to laser treat small parts of a tattoo, the problem is it can blur the rest of the tattoo a little. Any laser treatment is going to be expensive, so check out your options.

You might want to try to get ahold of a copy of “Modify” the movie. It has a lot of practitioners in the body modification field and it’s a fascinating documentary on modification of all kinds. As long as you can stand a little bit of blood, anyway.
You should probably research Fakir Musafar. He worked in the very first piercing parlor in the US, and now is very famous in the modification community. He talks about the religious/spiritual nature of body modification. It’s very interesting and informative as for why body modification should be more accepted in American Society.
