Just my .02 worth but the sepia tones in the film strips would put that tat off the charts. It looks great as is but I think the sepia would be the icing on the cake so to speak. If you get that done be sure to post pics I would love to see it again.
If it is hurting that bad I would try usiing someone else. Different artist have different touches. Some light some heavy. Give the other guy a try.

I have to agree with Scrub on this one, license or not this guy should not have been tattooing. I do however I have to wonder about the 150 people that looked at this guy and thought I would like to get a tattoo done by this guy.
My personal opinion is that it would not be hard, I think you will be able to find an artist that will be able to do that. There is not too much detail in it. Should prove to be a very cool looking tat!!
