Don’t worry about what YOU think will cover it. Just make sure your artist has a solid portfolio, including before, during, and after shots of cover ups. If you can’t see the old tattoo, you’re good. A good tattooer will steer you in the right direction.

The problem is that the original tattoo is actually well done. The linework is clean and solid. I specialize in cover ups, and what you get does not have to be very dark, IF the right person does it.
