I can’t speak for anyone else’s skill level, but I can cover it.
Don’t worry about what YOU think will cover it. Just make sure your artist has a solid portfolio, including before, during, and after shots of cover ups. If you can’t see the old tattoo, you’re good. A good tattooer will steer you in the right direction.
The problem is that the original tattoo is actually well done. The linework is clean and solid. I specialize in cover ups, and what you get does not have to be very dark, IF the right person does it. However, you will be somewhat limited and giving very specific guidelines with what you want will make it very difficult. It’s best to keep an open mind and be flexible.

If you want very straightforward traditional Japanese, you want to talk to Justin DeGroff. You’d have to search him om FB, I don’t have a link though. He’s very low key so you’re probably better off calling him.
For a more modern but very classic Japanese style you want to talk to Martin Lacasse at Old City Tattoo. Very talented tattooer.

Well, it would depend on your preference of Japanese. If you want very traditional Japanese I know a guy. If you want a more modern but still very classical style, I have another for you. If you want it modern (ie, textures, light sources, etc) you have me. I own Art Machine Productions in Fishtown, Philly.
If you’re not into my style, I can definitely point you toward the right person. I know the area very well.
